The Cornell IT Custom Dev team built a composer-managed, Drupal 8 starter kit for spinning up new D8 sites with some basic, common functionalities. Also, a demo site, a base theme, and an admin theme. Also, integration with Pantheon, GitHub, and CircleCI.
